Phase III

2006-2008

Solicitation for program support proposals in Gestión de Riesgo (“Risk Management”) from universities in Central America and the Caribbean. Award to Facultad Latinoamericana de Ciencias Sociales (FLACSO), a 9-institution system with a center based in Costa Rica.

The third phase of the Bell Program shifted the focus to Central America and the Caribbean, with an announcement for institutions in that sub-region to submit 5-page proposals for the competition. The winning proposals were from FLACSO in San José, Costa Rica.

The FLACSO proposal was for a workshop (with collaborative support from the German foundation GTZ) on Riesgo, Desastre, Cambio de Clima, y Desarrollo Urbano to be held in San José, Costa Rica. Held in the spring of 2007, the workshop brought together 19 participants from 11 countries (not only from Central America, but from South America and the Caribbean as well). It subsequently generated a similar cross-cutting, multi-university workshop (independently funded) at the national level in Peru.
